Similar to the States of the Union set, but with montage designs for each state. This set was issued just as the price of silver spiked in 1979, and so was quite expensive. Mintage figures are not available but were likely quite small - this set is very rarely seen. This is one of the last larger, multi-year sets issued by the Franklin Mint. This set was originally planned to be issued in multiple versions like the States of the Union set (39mm Governor's Edition, 32mm Standard Edition, and 10mm Mini Edition), but - I believe because of the high price of silver and consequently of the set - only the Governor's Edition in gold on sterling was actually issued, and the weight was reduced from a planned 500 grains per medal to 300 grains.
